Recently, UPSC had issued a recruitment advertisement for lateral entry, the opposition was constantly targeting the government regarding the process and reservation in it. Therefore, recently the central government has banned UPSC’s lateral entry recruitment. The central government has written a letter to UPSC in which it has been said to ban this recruitment.

Let us tell you that many questions were being raised about lateral entry recruitment, after which the government has taken this decision. This letter has been written to the UPSC Chairman by Union Minister Jitendra Singh. In which he has also mentioned the initiative taken on such appointment during the UPA government. It has been said in this letter that in the year 2005, for the first time under the chairmanship of Veerappa Moily, the central government recommended lateral entry.

It has been said in this letter that most of the lateral entries were made before 2014 and they were done at the ad hoc level. The Prime Minister believes that lateral entry should be in line with the principles of equality and social justice enshrined in our Constitution, especially with regard to the provisions of reservation.
The letter said that it is important to maintain the constitutional mandate towards social justice so that qualified candidates from deprived communities have respectable representation in government jobs. Since these posts are special, there is no provision for reservation for appointments to these posts. It needs to be reviewed and improved as per the need because Prime Minister Modi’s entire focus is on social justice.
However, many high-profile cases have come to light regarding lateral entry.

1. ”The second Administrative Reforms Commission headed by Veerappa Moily in 2005 had given in-principle approval to lateral entry. The recommendations of the Sixth Pay Commission in 2013 were also in the same direction. However, there have been many high profile cases of lateral entry before and after this.”
2. ”In previous governments, key positions like secretaries of various ministries, leadership of UIDAI have been given to lateral entrants without reservation.”
3. ”It is also well known that the members of the ‘disgraced’ National Advisory Council used to run the super bureaucracy that controlled the Prime Minister’s Office.”
4. ”Before 2014, most of the lateral entry recruitments were done on contractual basis, while in our government, the effort has been to keep this process institutional, open and transparent.”
5. ”The Prime Minister strongly believes that the process of lateral entry should be made consistent with the principles of equality and social justice mentioned in the Constitution, especially in the context of the provisions of reservation.”

It is worth noting that the Union Public Service Commission (UPSC) had recently issued an advertisement for the recruitment of Joint Secretaries, Directors and Deputy Secretaries on 45 posts in Central Ministries and Departments through lateral entry. Opposition parties including Congress opposed this. The opposition alleged that it bypasses the reservation of OBC, SC and ST.
Government’s argument – The concept of direct recruitment was introduced during the UPA rule
However, government sources claimed that the concept of lateral entry was first introduced during the Congress-led UPA government, which is raising the flag of protest. The second Administrative Reforms Commission (ARC) headed by senior Congress leader Veerappa Moily strongly supported it. The ARC was tasked with recommending reforms to make the Indian administrative system more effective, transparent and citizen friendly.
The second ARC headed by Moily was constituted to recommend reforms to increase the effectiveness, transparency and citizen friendliness of the Indian administrative system. In its 10th report titled ‘Renovation of Personnel Administration – Touching New Heights’, the Commission had stressed the need for reforms in personnel management within the civil services. One of its major recommendations was to start lateral entry to higher government posts, which requires special knowledge and skills.

The opposition was constantly questioning the government regarding the lateral entry in UPSC. Leaders of many opposition parties, including Leader of Opposition Rahul Gandhi in the Lok Sabha, opposed lateral entry in UPSC and the lack of reservation in it. After this, many parties in the government also started raising their voice regarding this, after which the government has now directed UPSC to cancel the advertisement for lateral entry.

Rahul Gandhi said on the social media platform ‘X’, “Lateral entry is an attack on Dalits, OBCs and tribals. BJP’s distorted version of Ramrajya wants to destroy the Constitution and snatch reservation from the Bahujans.” Earlier on Sunday, he had alleged that PM Modi is attacking the Constitution by recruiting public servants through RSS instead of UPSC.

At the same time, ally in the central government and Union Minister Chirag Paswan also criticized any such move to appoint people to government posts and said that he would raise this issue before the Center. Chirag said on this issue, “There should be a provision for reservation in any government appointment . There is no ifs and buts in this. There is no reservation in the private sector and if it is not implemented in government posts as well… then this information is a matter of concern for me.”
